Cut 1/4-inch-thick slice off top of garlic head to expose tops of cloves; place garlic, cut side up, on sheet of foil. Drizzle with oil; wrap in foil. Place in shallow pan.

Return potatoes to saucepan; mash with potato masher or fork. Add prepared garlic paste, sour cream, parsley and remaining garlic powder; mix well. Gradually stir in reserved potato cooking water until potatoes are of desired consistency.
