Place cinnamon sticks and cloves in medium saucepan. Add water; bring to boil. Simmer on medium-low heat 5 min., stirring occasionally. Remove and discard spices.
Add hot water to gelatin mixes in medium bowl; stir 2 to 3 min. or until completely dissolved. Stir in wine.
Pour into 8-inch square pan sprayed with cooking spray.
Refrigerate 4 hours or until firm.
Cut into 48 JIGGLERS to serve.
For a festive touch, prepare a garnish of candied orange zest. Use a cocktail zester to grate the orange peel into long thin strands. Bring 1/4 cup each sugar and additional water to boil in small saucepan, stirring frequently until sugar is completely dissolved. Stir in orange zest; simmer 3 min., stirring occasionally. Cool 1 hour. Drain and discard liquid. Spread orange zest into single layer on parchment paper; let stand until dried. Use candied orange zest to garnish JIGGLERS.
Substitute grape juice for the red wine.
