Cook quinoa as directed on package; cool slightly. Meanwhile, mix sour cream with lemon juice, 1/2 tsp. lemon zest, 1/4 cup mayo and 1 Tbsp. mint until blended. Refrigerate until ready to serve.
Whisk egg in medium bowl until blended. Add quinoa, bread crumbs, cheese, peas, onions, remaining mayo and remaining lemon zest; mix well.
Shape into 12 (2-inch) patties, using about 2 Tbsp. quinoa mixture for each patty; place in single layer on baking sheet. Freeze 30 min.
Heat oil in large nonstick skillet on medium heat 2 min. Add half the quinoa patties; cook 4 to 5 min. on each side or until golden brown on both sides. Repeat with remaining quinoa patties.
Serve fritters with mayo mixture.
Substitute fresh basil leaves for the mint leaves.
Cover serving platter with arugula before topping with the cooked fritters.
