Shape dough into 14 (1-1/2-inch) balls; place, 1 inch apart, on baking sheet sprayed with cooking spray. Flatten with bottom of clean drinking glass.
Bake 10 to 12 min. or until edges are lightly browned. Cool on baking sheet 1 min. Remove to wire racks; cool completely.
Mix reduced-fat cream cheese and remaining syrup until blended; spread onto cookies. Let stand until firm.
Prepare using all-purpose flour.
