Cook spaghetti in large saucepan as directed on package, omitting salt and adding vegetables to the boiling water for the last 2 min.
Meanwhile, heat large heavy nonstick skillet on medium-high heat. Add half the meat; cook 2 to 3 min. or until evenly browned, stirring occasionally. Remove from skillet. Repeat with remaining meat. Return all meat to skillet. Stir in garlic and 2 Tbsp. dressing; cook 2 min. or until slightly thickened, stirring frequently.
Drain spaghetti mixture. Mix ketchup, soy sauce and remaining dressing until blended. Add to meat mixture in skillet along with the spaghetti mixture; cook 2 to 3 min. or until heated through, stirring frequently.
