Spoon about 1/3 of the cream cheese mixture into 1-1/2-qt. serving bowl.
Dip 5 cookies in remaining coffee 5 sec.; place evenly over cream cheese layer. Repeat layers of cream cheese mixture and coffee-dipped cookies. Cover with remaining cream cheese mixture and remaining COOL WHIP. Refrigerate 1 hour.
Sprinkle with cocoa powder just before serving.
