Meanwhile, melt butter in medium skillet on medium heat. Add shallots and garlic; cook 3 to 4 min. or until crisp-tender, stirring frequently. Remove from heat.
Place potatoes in large bowl. Add milk and sour cream; mash until potatoes are desired consistency. Stir in cheese, nutmeg and pepper. Sprinkle with onions.
