Heat oil in large deep skillet on medium-high heat. Add red peppers, onions and garlic; cook and stir 5 min. or until vegetables are tender. Add tomatoes, corn and chilies; stir until well blended.
Add Macaroni, milk, water and chili powder; mix well. Cover; simmer on medium-low heat 7 to 8 min. or until macaroni is tender, stirring occasionally. Add Cheese Sauce Mix; stir until blended. Cook, covered, 2 min. Reduce heat to low.
Top with cilantro and shredded cheese; cook, covered, 1 to 2 min. or until cheese is melted.
Prepare using a green pepper.
