Bring water, tomatillos and chile to boil in medium saucepan. Simmer on medium-low heat 12 min. or until tomatillos are softened, stirring occasionally. .
Drain tomatillo mixture; spoon into blender container. Add onions and dressing; blend until smooth. Add cilantro; blend just until finely chopped.
Add sour cream; mix well.
Also known as Mexican husk tomatoes, tomatillos have a firm green flesh that resembles that of red tomatoes. Often they are sold with the husks still attached. Remove and discard the husks, then wash the tomatillos well before cooking. Look for them in the refrigerated produce section of your supermarket, or at your favorite Latin grocery store.
