Add boiling water to gelatin mixes in medium bowl; stir 2 min. until completely dissolved. Stir in 1-1/2 cups cold water. Refrigerate 45 min. or until thickened, stirring every 15 min.
Add remaining cold water to ice in separate medium bowl. Use vegetable peeler to peel 6 thin lengthwise slices from cucumber; add to ice water. Seed and shred remaining cucumber; stir into gelatin.
Pour gelatin into 9x5-inch loaf pan sprayed with cooking spray. Refrigerate 3 hours or until firm. Unmold onto plate just before serving. Garnish with cucumber slices and pepper.
Use an English cucumber to prepare this recipe - no need to remove the seeds!
