Toss rhubarb with sugar in large saucepan; stir in water.
Bring to boil on medium heat, stirring constantly; cook 2 min. Remove from heat. Add dry gelatin mix; stir 2 min. until completely dissolved. Pour into 7 dessert cups.
Refrigerate 3 hours or until firm.
Prepare using JELL-O Raspberry Flavor Gelatin.
For a slightly sweeter dessert, increase sugar to 3/4 cup.
Top each serving with 1 Tbsp. thawed COOL WHIP Whipped Topping and a fresh strawberry.
