Bake 20 to 25 min. or until toothpick inserted in centers comes out clean. Cool 10 min. Remove cupcakes from pans to wire racks; cool completely.
Spread cupcakes with frosting. Insert blue candles into tops of 9 cupcakes. Arrange in shape of menorah, elevating center cupcake as shown in photo. Serve remaining cupcakes on the side.
