Melt butter in a skillet. Add chopped onions and celery. Saute until golden brown.
Add beef, salt and pepper and cook until brown.
Add tomatoes, soup, and sugar. Cover and simmer for 30 min.
In a 9x13 pan put fist layer of noodles. Then a layer of meat mixture. Add another layer of noodles. Top with half of the cheese. Another layer of meat mixture, and the rest of the noodles. Top with the rest of the cheese. Cover with foil.
