Let the frozen dough thaw for 4 hours; make sure it doesn't begin to rise however.
After it is thawed, pull the dough so that it is flat and long. Heat some oil until it is not boiling, but is warm-hot. Place one of the pieces of dough into the oil and let it cook. It should only take a few minutes for it to deep fry.
After nearly cooking all of the dough, place the chili in the microwave or a sauce pan and cook for 5 minutes. Serve.
