Boil 2 cups water and add oats and margarine. Cook and stir 1 minute then cool to lukewarm. Dissolve the yeast in 1/3 cup warm water. Add oat mixture and rest of ingredients. Beat until smooth and forms a soft dough. Knead until smooth and elastic. It will be sticky but add additional flour slowly.
Put in greased bowl and cover. Let rise 1 hour. Punch down and let rest 10 minutes. Shape into 18 rolls and place in 2 9" round greased pans. Cover and let rise 45 minutes.
Bake at 350°F for 20 minutes or just until golden brown.
