Mix cookie crumbs and melted butter and press on bottom of 9 x 13 pan. Chill while preparing filling.
Beat Neufchatel cheese until creamy; add peanut butter and powdered sugar. Fold in 2 containers of Cool Whip completely. Fold in chocolate chips. Carefully spread filling over crust. Carefully spread the 3rd tub of Lite Cool Whip over the filling. Add chocolate sprinkles or curls, if desired.
Allow to chill for at least 3-4 hours before serving. Great made the day before!
