Preheat oven to 350°F. Grease 2.5 qt casserole dish. Brown ground beef, drain. Add water, soup, macaroni, and salt and pepper. Bring to a boil, then partially cover and simmer for 6-8 min, stirring occasionally. Mix in creamed corn.
Put in casserole dish and cover.
Bake for 15 minutes. Sprinkle cheese on top and cook for 15 min.
