Stir together first 5 ingredients in large mixing bowl. Add butter, stirring until mixture is crumbly. Reserve half of mixture. Press remaining half in bottom of greased 13x9 pan. Sprinkle evenly with chocolate chips.
Microwave caramels and half-and-half at 50% power for 3 min. Stir and microwave for 3 min until mixture is smooth. Let stand 1 min. Pour evenly over chocolate chips. Sprinkle evenly with remaining mixture.
Bake 350�F for 30 minutes until golden brown. Cool in pan on wire rack, and then cut into bars.
