Preheat oven to 375 degrees F. Boil elbow macaroni for half of the cooking time stated on the package.
In casserole baking dish, spread the macaroni evenly along bottom of pan. Top macaroni with the cheddar cheese. Top cheddar with the tomato sauce evenly. Sprinkle the tomato sauce with the parmesan cheese, salt & pepper, and garlic powder to taste. Top the tomato sauce with the mozzarella cheese. Put the butter on top of the mozzarella cheese.
Cover with tinfoil and cook for about 1 hour or until cheese is melted, removing the tinfoil in the last 10 minutes.
