Preheat oven to 350°F. Cook and drain ziti according to directions on box and set aside.
In a mixing bowl, combine milk and flour and stir until smooth. In a medium saucepan combine mixed milk and flour, butter, cream cheese and Velveeta Cheese. Cook on medium heat, stirring frequently until smooth and creamy.
Combine cooked ziti and cheesy sauce in a baking dish. Pour tomato juice on top. Bake for 40 minutes.
