Stir boiling water into gelatin in a large bowl until completely dissolved. Add ice cubes until Jell-O begins to thicken. Remove any unmelted ice cubes. Add whipped cream; stir with wire whisk until well blended. Refrigerate until slightly thickened (about 20 min).
Add cherry pie filling. Stir gently until well blended. Spoon into glass bowl or 12 champagne glasses.
