Cook sugar and corn syrup just to boiling. Remove from heat and add in the peanut butter. Pour sauce over crispy rice cereal. Stir until evenly coated. Pour and press rice cereal mix into buttered 10x14 or jelly roll pan.
Put chocolate chips & butterscotch chips into glass bowl. Melt in microwave for about 2-5 minutes stirring after each minute until smooth. Spread over bars.
Set for about 2 hours or so, and then cut with serrated knife.
