Whisk flour and 1 cup chicken broth until blended.
Heat oil in large saucepan over medium heat. Add onions; cook 3 min., stirring frequently. Add garlic and dry seasonings; cook and stir 1 min.
Add cream cheese and flour mixture; stir until cream cheese is completely melted and mixture is well blended. Add beans, corn, chiles and remaining chicken broth; stir. Bring to boil, stirring frequently. Simmer over medium-low heat 10 min., stirring occasionally and adding chicken for the last 5 min.
Serve topped with cheese.
