Cook potatoes in boiling water in large saucepan 20 to 25 min. or until tender. Drain potatoes; return to saucepan.
Add cream cheese, onion powder and pepper. Mash potatoes until smooth, gradually adding milk.
Sprinkle with paprika.
Mix ingredients as directed; spoon into 1-1/2-qt. casserole. Refrigerate several hours or overnight. When ready to serve, bake, uncovered, at 350°F for 1 hour or until heated through. Sprinkle with paprika.
