Microwave cream cheese in medium microwaveable bowl on HIGH 15 to 20 sec. or until softened; whisk until creamy. Gradually stir in milk, then eggs.
Cut sausage lengthwise into quarters, then crosswise into thin slices. Place 1 waffle piece in each of 12 muffin pan cups sprayed with cooking spray; cover with sausage, cheddar and remaining waffles. Top with egg mixture, adding about 2 Tbsp. to each filled cup. Let stand 5 min. or until egg mixture is absorbed.
Bake 18 min. or until knife inserted in centers comes out clean.
