Combine flour, baking powder and baking soda. Beat butter, granulated sugar and vanilla in large bowl with mixer until light and fluffy. Add eggs, 1 at a time, mixing well after each addition. Beat in flour mixture alternately with sour cream. Reserve 1 cup batter.
Pour remaining batter into greased and floured 12-cup fluted tube pan or 10-inch tube pan. Stir 1 Tbsp. plus 1 tsp. each liqueur and coffee concentrate into reserved batter. Drop in large spoonfuls over batter in pan; swirl gently with knife.
Bake 45 to 50 min. or until toothpick inserted near center comes out clean. Cool cake in pan 10 min. Loosen cake from sides of pan with knife. Invert cake onto wire rack; gently remove pan. Cool cake completely.
Mix powdered sugar, remaining liqueur and coffee concentrate until blended; drizzle over cake. Let stand until glaze is firm.
Substitute 1 tsp. MAXWELL HOUSE Instant Coffee dissolved in 2 Tbsp. hot water for the coffee concentrate.
Substitute Irish cream coffee creamer for the Irish cream liqueur.
