Make It

Heat oil in large skillet over medium-high heat. Add peppers and garlic; cook 2 to 3 min. or until crisp-tender, stirring frequently. Add beans, tomatoes and water; stir. Bring to boil, stirring occasionally.
Add rice; stir. Cover; simmer over medium-low heat 5 min., stirring occasionally.
Spoon onto 4 serving plates; top with Singles.
