Add boiling water to gelatin mix; stir 2 min. until completely dissolved. (Do not add cold water.) Spoon gelatin into orange shells.

Refrigerate 3 hours until firm. Carefully cut each filled orange cup into 3 wedges. Insert a paper sail into gelatin in each wedge to resemble sailboat.
