Combine flour, cornstarch and tea powder. Beat butter, cream cheese and sugar in large bowl with mixer until blended. Add vanilla; mix well. Gradually add flour mixture, mixing well after each addition. Stir in chocolate.
Refrigerate 30 min.
Heat oven to 325ºF. Roll dough into 24 (1-inch) balls; place, 2 inches apart, on 2 baking sheets. Flatten to 1/4-inch thickness.
Bake 10 to 12 min. or until bottoms of cookies are golden brown. Cool on baking sheets 1 min. Remove to wire racks; cool completely.
